Everyone always cries foul over concerns over censorship, and I think they miss the point.
Information infrastructure is increasingly critical in national security. A cyber attack on such infrastructure could knock out communications, or switch off the power, or any one of a number of things ranging from mischief and theft to catastrophic. Russia has undoubtedly been on the giving and receiving ends of such attacks. That tends to get you religion on the subject.
I find it noteworthy that with all that is going on in the world that Russia is only getting around to this just now... and won't execute until 2021. That speaks to a vulnerability and a weakness in technical know-how.

Well it is Russia, should not be a surprise to anyone who has any knowledge of the world (aka outside of their social media bubble)

Me thinks that you know who would like to have complete control over all medial inc. cyberspace. He emulates Putin in many ways. Desperately longs to be a part of that club. However, he is not really that sharp and cunning to be inducted into that special club!
