Interesting to note that the headline/title of the article leaves out that the report is from the Estonian Foreign Intelligence Service.

They never quit meddling. And all their efforts are to promote Trump and demote any of his opponents.

Estonia does these reports every year, and publishes them publicly. Not saying that they are wrong, but Estonia definitely has an agenda it is furthering by doing these reports.
A deeper read gives useful information on the means Russia is employing to do so. The 2017 report had all sorts of interesting nuggets.
