Just speculating pointlessly for the heck of it, but wondering if the increased complexity of terrain is seen by the Russians as providing greater survivability for their anti-ship capability than using aircraft or surface ships. (IOW, perhaps you can find more places to hide a mobile SSM launcher on the ground than you can on the sea (where it would obviously be on a vessel)). But this still wouldn't address the threat of Western attack subs to Russian SSBNs. So...maybe a envisioned as means to try and hold off amphibious forces? So in addition to lots of mobile AAA and SAMs, mobile SSMs.
Perhaps a little less speculative, based on what happened (attack on the INS Hanit) in the 2006 Lebanon War, I wonder if we might expect to see these delivered to Hezbollah.
