Hahaha! The headlines from Fox News and CNN were hilarious. Talk about both of them pushing 'click bait' knowing so many Americans don't have a clue about the "Open Skies" program.

"Open Skies" plan was first proposed by President Eisenhower during the Cold War. U.S.S.R rejected the idea & the U.S.A. ran it's own Open Skies program using U-2 spy planes.
