This is clearly either a homeless guy or unstable person who probably purchased the uniform pieces at a second hand store. Quite possible in San Diego where there are plenty of military. He even said that they were "donations"... He said that he was in the Navy during Vietnam and lived in Laos. He didn't specify US Navy.
I'm not trying to defend true acts of Stolen Valor. I'm not trying to give an out for people who intentionally and maliciously try to take credit for military service that they didn't serve. I just don't believe that this was a case of that. I think that some people are so quick to judge others because they bought a second hand uniform and didn't bother to pull the patches. I think that some people will jump to any conclusion just to prove their point and all the while feeling somehow superior to deliberately making others look bad.
If it's against the law... and it bothers you that much... call the police. Make a citizen's arrest. Get the guy's information and report him to somebody with the authority to do something about it. -OR- You can actually listen to the guy's story and figure out that he's simply not all there.
