They have no plan to make it happen, but they had to get peoples hopes up for a windfall to stay in office. Record deficits and already high taxes mean they would have to have yet another federal bailout, since they are the 6th largest economy on the planet, ergo too big to fail, they will get their wishes in some fashion.

California did have slaves. They were taken out there and forced to work in the gold mines.
