Prioritization of dwindling resources?

Perhaps, that might be a reasonable rationale, though, to me, at least, an incredibly short sighted one, exploring Mars, asteroids, or the outer planets all pale before the overriding imperative need for human lunar colonization, a lunar robot would be, to my mind, immensely more practical, however, I should certainly think costs of other robot probes should certainly be manageable....
