My answer to that question is no. You can't learn in an environment that is loaded with tension.

Martin Luther King wanted a "Colorblind Society". The US Military SHOULD be pushing for that, but it is not. Individuals like Al Sharpton and Jesse Jackson do not want a Colorblind Society, because in the day when that starts, they will then have to get jobs and go to work. As it is now, those that feed off the strife of the battle of the races, have embarked on yet another decade of very profitable unemployment.
When I was in our base camp during Desert Storm, we had open can latrines. That is where I became familiar with the genesis of the term "Stirring the crap". Al and Jesse make millions stirring it until it stinks, seeing racism where it does not exist.
