Seven Chief Petty Officers Punished for Misconduct Underway

All this going on and the CMDMC and wardroom were oblivious? You seagoing sailors explain that. Seven Chiefs indicate a systematic problem.

I am disturbed by the fact they are not all being sent off the Ship. You have 6 of the 7 that should be sent home, if for no other reason than crew moral and to maintain proper Military decorum. You now have a ship with 7 people leading men and women who have proven they have serious decision making issues. If I was under any one of them I would not want to follow them in to battle... frankly I wouldn't want to follow them even to the chow line.
As for MCPO Roger Collins question: I do not believe for one sec that the Wardroom and the CMDMC would not have hear the scuttlebutt long before some junior Sailor got the nerve to drop the dime. I am surprised an anonymous note would even be investigated. I was on a ship where if you did not attach your name the note was not taken seriously.
Sea Story Time:
I was on a Ship that had an E5 (call him Bill) Report that His Chief and a Fellow E5 (call her Jill) were having a relationship. Jill was getting the anything she wanted, placed above everyone in the shop for Evals yad, yad. The Chief swore that Bill was just a disgruntled sailor and the Chiefs mess closed ranks. Bills life turned to shit after that, every Chief on the boat made a point to harass and screw with him. Bill having stones I can only assume to be the size of Texas patiently waited for Months, he found out where they were going to get it on (we were underway) he figured out the times they were going, and he rewired the powered door lock so when they thought it was sabotaged and no one could get in it was still active. Bill waited till they vanished during watch then went up to the room, opened the door and snapped a photo of her and him naked with her head buried in his lap. He took that up to the CO two decks up. In the real and actual Investigation it came out that a Senior Chief was also having an affair with an E5 and the two of them (Chief and Senior Chief) had been emailing back and forth the ... ah attributes of their women... It was like dominoes after that, we had a string of them. Officers and Officers, Officers and Enlisted, Chiefs and Junior Enlisted, Place was a regular Love Boat.
I have more from other commands and places but that's for another day.

You make a lot of valid points. The only thing I would add as to why they haven't been removed is if it's anything like subs, very few ships could take the loss of 6/7 senior watchstanders and technical abilities. Either beach the ship or do some immediate replacements. Much more I could say about the root cause, but I'm adverse to hate speech.
