Conventions bring a lot of money to a city. The city hall is responsible for this. The voters keep voting them in is also a problem. SF keeps allowing abnormal behavior....what do you expect. I thought dropping feces on the street was illegal. By maybe they are just a crappy sanctuary city? Their choice.
