You can play with numbers and percentages all you want to achieve the result you want. But the bottom line is that as population decreases, any crime rate is going to go up because each crime represents a larger segment of your population. Also, when there's no one left who is "worthwhile" for criminals to rob, then the only crime left is violent crime until you kill everyone off, and then you get a huge reduction in your crime rate.
I am surprised a corporation hasn't come in, bought the place up, and built it's own walled city there. If I had the money, I would do that. Make the entire portion of the city a "gated community" where the management can control many of the variables, much like a HOA (as evil as they are), complete with your own police/security force. Urban renewal.

We already have all that you mentioned and more. The corporation is the Federal Government and the HOA already has housing for all, its called Section 8 Housing. It also has its own security force called the Local Police. Urban Utopia

LTC (Join to see) - I have lived in some of the large cities and am appalled at what I would call mismanagement. Take San Antonio as an example, one of the 10 largest cities in the USA. the left wanted to build a trolley system, the project was defeated on the ballot and yet the city tried to push it through. That is just one example, there are hundreds more. It is no wonder the cities are failing.

LTC (Join to see) - I enjoy the River Walk but I agree the SA leaders are an issue. Look at the Sanctuary Cities and then look at the number of minors in the news weekly that are caught up in prostitution ring or human trafficking business. Plus SA had the 18 wheeler incident with the folks in back with several that had suffocated. Its a mess.
