Should soldiers’ votes get counted? That’s not as easy as you’d think.

California allows permanent voting by mail. I have used it for years as I never know where I will be come voting time. as long as they get my ballot before election day I am good. They count the absentee ballots first, so I know my vote always counts.

The absentee ballots are counted according to state laws. But this article from the daily Kos gives good information on the process and the reason 21% never get counted.

The assumptions is that soldiers that vote, their vote counts just like every other citizen.
