The Germans weren't much more than a speed bump when I was there in the 90's, how long and how much will it require to fix decades of underfunding. I haven't heard anyone coming back recently that said they were doing much to fix the maintenance and training issues that lack of funding that the German Military has been saddled with for decades.

SFC Tom Jones - Just how well can you train when half your equipment is deadlined? Of the groups we worked with on REFORGER's there in the early 90's, they impressed me the least. My short experience with the French left me more impressed with their units, despite how much we like to make fun of them. Can't testify to the competence of their leadership, but the troops and equipment seemed first rate.
