Some of the most common vulnerablities discovered during these bounties are XSS issues. Unfortunately many of the career hunters have automated tools that scan looking for the easy vulnerablities.

Most of the big companies have the program and the Pentagon a couple of years ago ran a bug bounty program.

This is true, there are sites like bugcrowd.com and hackerone.com as well.
