Commanders should use the 15-6 investigation when they become aware of a concerning situation. Commanders owe it to the accused, accuser and potential victims to determine the ground truth and implement corrective measures. I suspect there is a pattern of behavior in this case that commenced early in the officer's career but was not addressed until it was exposed. It isn't pleasant to "drop the hammer" on any service member but the service and other service and family members deserve to have offensive elements removed. It is a commander's responsibility.
