July, 1862 McClellan's Army of the Potomac was encamped at Berkley Plantation on the James River just south of Richmond.
Berkley, was the family home to the Harrison's. William Henry Harrison the 9th President, the first president to die in office and the shortest term. Died 32 days into his term after developing pneumonia from giving his inauguration speech in bad weather.
Harrison's VP John Tyler, literally one of his neighbors in Charles City then succeeded him. Tyler's decendants still live in his house, named Sherwood Forest today.
Benjamin Harrison, the 23
President was his grandson.
According to the staff at Berkley, when taps was being developed, the bulgar would go down to the James River and practice. As the haunting notes drifted across the river, a confederate bulgar heard the call on the other side and started to emulate it.
Accordingly that's where the echo effect from if you have two burglars to available to play.
Whether true or not, it adds to the mystique of Taps.
