Oh yes it can! However current doctrine is a lesson in what not to do.
As someone whos job it is to win hearts and minds, I have often pointed out that if we cant take heads and souls, all of our other efforts are wasted. War is to be fought no hold barred, not as a world Police force. We are the military, not your friendly local Police force, so respecting rights, property and freedom of a host nation should be a secondary or lower priority. Winning is what matters.

Any opponent can be forced to the point of being unwilling or unable to continue to fight back. It just takes the will to do it.
