Law and Order and enforcement of the laws on the books is why I live in Texas. No attempts to freelance a utopia that exists nowhere else on the Earth. Just plain common sense rules this state.

Since the Sheriff is an Elected Official they have more discretion than a Chief of Police. Its the Same when Sheriffs said they would not enforce Obama's gun grab policies The difference being they were refusing to obey Unconstitutional laws. If she does not want her Deputies to go out "Looking" a certain crime but wants to focus on others that is he position. To say she will not accept inmate is what is going to get her in trouble since the money to house them comes from the agency who arrest them not her department

While I wouldn't consider immigration (citizenship status) to be a local law enforcement issue, the idea of city/county police holding immigration check points is frightening.
When one is arrested, there is a search of the national crime information computer system as well as state crime data bases... I suspect that nationality/citizenship would come up at this point. So a local (city or county) jail finds that they have an illegal alien in custody, I'd suspect they would contact ICE and arrange for transfer of custody to them and be done with it.
But, I play with computers for a living, everything in my world is digital... black or white, 1s&0s.

That is not how it works.
If someone has been charged by immigration authorities (deportation, immigration-related crime, but not just entered illegally) then that will show up on a record search, but just entering the country illegally (for obvious reasons) does not show up on any database.
ICE has officers inside of many jails and prisons, and they look at inmates to identify those who are deportable. Custody can transfer, but ICE has only 72 hours from release to take custody, after that it becomes an unlawful detainer for a jail to hold someone beyond their sentence (that pesky constitution).
There is a lot more involved, but I don't have time to write a book today.
