When I had an FFL, I lost a lot of business because of the gun show loophole. So, I think not plugging the loophole is hurtful to commerce.
However, as has been discussed before, who will pay for the personal to respond to the call, and where would the seller call? When I ran background checks I had to use a code word that related to my FFL number so the NICS people knew I was a licensed dealer. I don't think they would respond to a non-dealer as of now.

Having lived in states that allowed private transfers I would only transfer to someone who had a valid carry permit. That way you have made a good faith reasonable effort to ensure the person is not prohibited.
