The sad reality is that it is very easy to get an animal certified as a "certified service animal" by paying a fee with no real proof of training. When those animals cause problems in public places they make it difficult for a veteran who has a legitimate service animal that is properly trained.

The ADA as it pertains to service dogs is one of the worst pieces of legislation written. You can get Service Animal "certification" for a pet rock for 50 bucks on the internet. Reading through the article the Veteran has a large breed dog that has been noted to act aggressively at least 5 times on campus. A service animal has to be properly trained if it is to be allowed in public places.
