From what I remember, the penises were a sign showing the barbarism of the Vikings. It was also speculated that that it was to show the manliness of the fighters. There are also the penises of the animals as well. I didn't read the article yet, but maybe the artist was just fixated on them. During the medieval and renaissance periods it was often that men, mainly knights wore cod pieces, and this was also usually conveyed when they wore armour as well.
