Politics is the origin of all that happens in the military. Sadly, the military has no political voice and must accept all that politicians throw its way

It is a logical extension of training. The Army integrated in 1948, and has had mandatory Equal Opportunity (EO) training ever since. It is currently required twice every year.
EO is one of a handful of mandatory training sets that have grown over the last 30 years.
Other examples are Sexual Harassment/Assault Response and Prevention (SHARP), Alcohol and Substance Abuse Prevention (ASAP), the full list is pretty long.
They all exist because, while the military is a microcosm of American society, to include it's a-holes, the military has a "zero tolerance" policy when it comes to racism, sexual harassment and assault, DUIs and drug use, etc.
And yes, I do think all these training programs are worthless, not because they are training distractions (the actual training is about 20-30 min per topic, but hours are wasted on tracking completion per topic), but because they are ineffective in their primary purpose. 99% of the military doesn't need all these mandatory trainings to become decent people who treat people with respect, they already do that. And the 1% who don't aren't going to be changed by a video.
The problems perpetuate because the military doesn't fire these people. In every single case where I was personally aware of the substantiated case, a completely spineless and feckless leader moved that guilty party to another unit and allowed them to continue, teaching them (and their victims) that there are no consequences. And in one case I was aware of, that a-hole who was moved had a second substantiated SHARP violation, and was allowed to remain again (reduced one grade) an additional two years to reach retirement.
Long story short, we really don't need all these videos so much as we need to fire the right people at the right time.
