I can see the reasoning for integrating domains of warfighting - cyber, intel, and EW come to mind as areas that we don't do that well - but I think the operative question is do we actually face "trans-regional" threats? One could trot out Islamic State or Al Queda, but really, do they actually pose a trans-regional strategic threat? I think that gives these movements more credence than they deserve.
I am all for agility in decision-making. I think that the notion that decisions can be made below SECDEF level has merit. I don't think that this requires all sorts of think tank and white papers to figure out.
