We can't define away the problem as a Swarm with current aircraft capability. We need to define it as what is foreseeable, probable capability and what would be the inventions or breakthroughs that would make the technology viable and deadly.
Batteries are a significant limitation but batteries combined with solar and other energy capture mechanism can bring in the idea that a swarm may be capable of long distances but not fast.
Fast drones traveling on a scramjet at hypersonic speeds become a threat just based on kinetic energy alone w/o a war head, but they may lose mobility.
Triple AAA is not plan when you are protecting a critical asset from a Swarm attack, is a untested hope.

A swam of drones dusting a populated area with fentanyl would cause an issue for citizens and law enforcement.
