The DPRK is capable of triggering another conflict, at the behest of China and in the interest of the Communist Bloc. A war over Taiwan is less likely. China wants reunification and Kim is abrogating the Korean Reunification Agreement, just like the abrogation of the Korean Armistice Agreement by the DPRK.
China wants the unification of Taiwan into Communist China in order to control the Taiwan Straits. China has attempted to claim the Malacca Staits as well, but this attempt failed. Now, China is claiming islands of the Philippines and Malaysia in the SCS. This is all part of the Chinese expansionism strategy and control.

DPRK has nukes and special operators, but its regular military is a mess. Directly invading South Korea is suicide for them, but proxy efforts are still ongoing (selling ammo to Russia, etc.).

LTC Eugene Chu, Sir, the DPRK only threatens the ROK with invasion, but they know that if Kim orders an attack into the ROK that it will reignite the War on the Peninsula and their independence could be lost forever. Hence, it pays for the DPRK to engage in proxy wars (ammo to Russia and missiles to China, and threats to the ROK and its allies).
