I didn't understand the smirk myself or his inability to apologize clearly for what he did. Overall, I thought his testimony was mostly honest even though the Republicans did not want to accept his explanations. He was evasive at times but I suspect he was avoiding opening new cans of worms vs hiding anything that needed to be disclosed.
