The Social Security program was sound at one time and had an excess. Then congress decided to make changes such as SSI where many of the beneficiaries never paid into the program. Another issue is congress has been using social security funds as their cookie jar

Amen to the congressional retirement aspect. There is no way the people's representatives in a republic should have a retirement system that sets them apart and far above the people they ostensibly serve. They have turned public service into a private trough that only benefits a few.
