Although I don't think there were any laws restricting the immigration of the Irish to America, there was indeed a lot of discrimination against the Irish. There were plenty of signs around that stated when they were looking for a job, the sign would say "HELP WANTED - NO IRISH NEED APPLY".

What would you expect? We ran out of Paddy Wagons. I'm about a third Irish and like others can make fun of my immigrant relatives.
