As a SHORAD officer we knew the limitations of our weapon systems. The Chaparral and Vulcan were pieced together systems with very limited capabilities. One needs to remember that the USAF controls Air Defense, and that these Army weapon systems were restricted to line of sight. A 1980's reports demonstrated that the M1 and M2 were more effective against forward area air threats than existing SHORAD weapon systems. Not only was the DIVAD a failure but so was the Roland, which remained in the NMARNG.
