I can understand the reasons stated but there are a few things I suspect. First, the Marines are getting ready to drawdown the force levels to almost 180,000 which means fewer boots to service tanks and heavy artillery. Second, the Marines are designated as a fast response force ready to get to the scene and be self sustaining as much as possible. Tanks and heavy artillery slow down the response of rapid deployment. Overall the most telling point was the line that said these heavyweight fighters would still be present but would be followon forces (Army) which makes sense..

Yes, if you need to move Tanks you are not a rapid response force by reasonable standards.
