Why didn’t you send your post around by horse back? Actually this really isn’t true. In 1808 cartridges were developed for Breech loading weapons. Benjamin Franklin was an inventor of some note. To think the writers of Constitution,considering the intellect of Franklin, Madison and Jefferson , to name a few, thought military technology would become static is rediculous. Submarines were in use at this point, dangerous and not effective but here. People in America were inventing, developing and modifying at a rapid rate. Why would they think technology would not develop with armaments of war?

Just as the founding fathers intended...... and maybe we should let people have cannons with grapeshot, since that was a thing back then as well.
