A comprehensive plan must include social distancing and masks. The big "shutdown" is a boogeyman used to influence. It may be required in some areas, but to sustain, the essential folks must gear up, and everyone else be smart. There are more rights than those of the individual to be considered. Folks don't consider personal rights or OSHA when charging a well-armed position. Same may apply here.

CWO3 (Join to see) Yes, most rural hospitals don't have huge ICU capacity to start with and that's just the physical side. Staffing an ICU in rural areas is a whole other issue.
