The Pentagon Should Unshackle Its Military Personnel with One Standard Evaluation

Can you imagine what each service would get saddled with? This wouldn't streamline much! I could perhaps see one form being used for generals and admirals, but other than that I can't see it being practical.

That would be too simple of an idea. If' it's not complicated, it's not useable(in their book).
