Most publications like this are accessible with a CAC. It isn't exactly a secret how we do target selection - hence why this document is UNCLASS, but to someone without knowledge of targeting and exploitation methodology, it looks like a scary, "black helicopters" manual.

Agreed, but that doesn't mean Joe has carte blanche to dump it into the public domain. If the wrong people get too scared, we won't get our black helicopters...
