Here is an article from Vox that explains a way that I think would be better to keep the internet open than Net Neutrality. Both of course have drawbacks but I think this concept would be better for innovation than net neutrality.

Net neutrality isn’t the only way to keep the internet fair. It’s just the only way in America.
Everyone says they want competition. They just don’t agree how to get it.
