It's cyclical. I live in wyoming. We get cold winters, but our snowfalls alternate generally every other year. Also, if you look at year to date snow falls, and not just seasonal snowfalls, the amounts will balance out. We've only had 10" or so this winter, but we had 100+" from Jan 2023 to Dec 2023.
