On July 30, 1863, President Abraham Lincoln issues the "eye-for-eye" order to shoot a rebel prisoner for every black prisoner shot and for every black soldier sold into slavery, one Southern troop would be sentenced to life at hard labor.

Read the General Order No. 252, 7/31/1863. Lincoln actually found it difficult to follow through on many of these.
