We sent USS Portland for BSO (Black Sea Ops) during split-ARG ops 24 MEU early 90s. They ran into some trouble in Turkey from a liberty incident. It was teetering on intl Incident, because they were trying to detain the ship. Then they brought a few USMC arty pieces topside, and that greased the skids. Probably some fonecons helped as well. They went on to liberty in Romania and Bulgaria. Early show of force.

Hmm, 10 years earlier but we once had to reroute a C-130 to get a sailor out of Turkey after a liberty incident.
