Well, if Rep Hank Johnson is correct, Guam is just anchored there. Why not put an engine in it and use that as a "bigger boat"? I think it would be unsinkable too. It survived WWII without sinking, didn't it? Of course, you have to be careful distributing the load to make sure it doesn't capsize...
