No, I don't think it is. I think he was being critical of the 20 something member nations that fail to meet that 2% agreement. As long as Montenegro puts that share in the pot, I think they'll avoid getting in Pres. Trump's crosshairs.

They can afford it.......but look at the strategic location.......can you imagine a future US Naval Base located there........
