As if we did not already know this.
Instead of studying the issue and making hair-brained changes that are known NOT TO WORK; start implementing known solutions used within and outside the armed forces, and enforce it. Stop making excuses and studying it, fix it.
One solution that does not work - reducing the allocated work force. No matter what technology is available, 9 people CAN NOT do the same amount of work as 11. Three people can not do the same amount of work as four no matter what you think that you know; the current and past studies have proven this time and time again.
