Better people make better societies. Taking away weapons won't make them better. Enacting more laws won't make them better. Only one thing will make them better: Voluntary submission to the social contract. Thus, we have to focus our efforts on helping people realize that it is in their own self-interest to voluntarily comply. That begins with teaching children the most fundamental concept that with freedom of thought and action, comes responsibility for the choices we make. Sadly, that's going to be hard when so many parents demonstrate the opposite by ducking their responsibility to raise their children. Fathers who abandon the families they help create, parents who absent themselves from the home, and more are teaching their children that they too can avoid responsibility. It's a lesson that no teacher or clergyman can refute with mere words.

The lack of a Dad at home and involved in their lives has been a factor in some of the school shootings, and is a major factor for inner city young men being pulled into gangs, where the vast majority of the above statistics are generated.

I don't know, Jack. If there were cities in countries with tough laws on this list, I would agree with you. Economics, government and police corruption, cultural violence, education, political instability, drugs, and organized crime seem to play a larger role than what laws are in place for the majority of the cities on this list.
However, as for the five US cities on the list, I would definitely want to do a deep dive as to what are the largest contributors to the homicide crime rate. My assumption is the poverty level, racial disparity, corruption, and mistrust of local government influencing behavior of the population. I do agree that education and strong family values are indeed a starting point to help build a community to overcome some of the external forces straining that community.

I believe it was Napoleon that said; people follow the law because they want to or they are afraid not to. Most people obey the law because it's the right thing to do, for the rest... there don't seem to be any consequences so why would anyone expect them to change?

New Orleans has high crime in general as well its the only place I was almost mugged - and I have gone to some less desirable places. We were cutting through - from the quarters to uptown and some idiot tried to rob 4 of us - all military guys with CCL's. I seriously think the guy shit his pants.
