Sounds like when a guy in the Air Force in the late '80's early '90's made a tool for checking RPM speed of a helicopter rotor, using components from Radio Shack.

My sister works for Dow Chemical. When they do a Six Sigma project that claims to save the company money Dow reviews the project after a year. If the group actually spent less money after a year 10% of the savings go to the person or persons who wrote up the project. She's had employees get six figure bonuses because they came up with a process that saved the company millions in production costs.
If we rewarded our government employees (and military) for being more efficient and saving money (instead of rewarding them for spending ever last dime at the end of the year) the country would be a lot better off.
