A very hard look inward is in order.
Many people are involved in ensuring jumpers are qualified. That system failed, badly.
Having said that, the air NCO should get some recognition for spotting the problem.

Hmm, this sadly brings up an interesting question. Is Airborne School even necessary? :/
This dude was paratrooping in a leadership position for a year, had all sorts of false training documents, yet they only found him lacking in the area of integrity? I think they may have had an undercover McGyver!
