Here is the link to the Bill itself. Looks like the the SBA in conjunction with the GSA is handling these on a case by case basis, and Veteran status is verified by the VA records for Veteran owned Businesses. I will be checking further on this and update information as it is gathered. So far, nothing is mentioned on the SBA or GSA websites regarding any Equipment or programs mentioned in this Bill.

Nice article, but absolutely no information on how to apply for these programs. Good news if it actually works and is available to vets. I would be interested in exploring this further for my own business...guess It's time for some extensive Google searches to see what I can find.
