This was one of many.

One of the major failures of the whites was the perception that "chiefs" has strict control over their people. That was not true, especially among the plains nations. The native culture was a one of the best examples of true freedom and democracy. If any member of a particular band or tribe did not like a decision by the leaders (who usually made such decisions in a council), they were free to challenge the decision, and/or simply pack up and leave. In almost every plains nation, the leaders were elected by the members of that nation, band, or tribe. These leaders were selected based on prior actions. If the selected leaders did something the majority of the band were not happy with, they would simply vote him out.
A shame we were not intelligent enough to follow their lead.

So, just because these men "signed" a treaty did not mean that every Indian had to comply.
