Correct me if I am wrong (which I am sure someone will) but I believe the state must first ask for federal aid. All President Biden can do is offer.

MSG Stan Hutchison - You're correct, however, proactive Measures by FEMA are allowed for faster responses.
## Pre-Landfall Emergency Declarations: FEMA can approve emergency declarations before a hurricane strikes, enabling immediate access to federal resources. For example, prior to Hurricane Helene's landfall, President Biden approved emergency declarations for several states previously, allowing FEMA to mobilize resources quickly.
## Resource Pre-Positioning: FEMA engages in pre-positioning essential supplies and personnel in regions likely to be affected by hurricanes. This includes deploying search and rescue teams, medical task forces, and pre-staging critical supplies such as food, water, and generators.
## Enhanced Coordination: FEMA collaborates with state and local governments to assess readiness and identify needs before a disaster occurs. This proactive engagement helps ensure that communities are prepared for potential impacts.
## Legislative Authority: While current legislation allows for some proactive measures, there have been calls for explicit authority to enhance FEMA's ability to prepare for catastrophic disasters when warnings are issued.
In summary, FEMA has established a proactive response model that allows it to act before hurricanes make landfall, ensuring that resources are ready and communities are prepared for the potential impacts of severe weather events.

SPC Jeff Daley, PhD - Thank you for the inciteful response. From the article:
"For example, prior to Hurricane Helene's landfall, President Biden approved emergency declarations for several states previously, allowing FEMA to mobilize resources quickly."
Looks like the President did what he was allowed to do ahead of time.
