Well in my opinion, corruption happens when you give the government too much power, do not conduct annual audits of programs, and let people stay in the same position for too long that they start to feather their nest. Have to keep an eye on all three.

LTC (Join to see) - Yeah I don't know what to tell you there but I'll bet if you follow the money, either the Tredeau administration or the Liberal Party of Canada is getting paid off in someway by some of the First Nations tribes.
Casinos are not always a boon to Indian tribes, they seem to do well with them in Oklahoma I noticed as well in other parts of the country but there have been plenty of cases of mismanaged Indian Casinos.
Affirmative action programs in the United States in a lot of cases the Democrats sell them well on the floor of the House of Representatives but once the program or project is underway, nobody checks to see if it is actually meeting the goals that were sold on the floor of the House. It is really sad to see this happen. Like I said before though the best weapon against that is audits, change people periodically, and keep an eye on the accountability. The CREATE program in Chicago was intended to train folks in poor neighborhoods where some of the projects occurred in useful apprenticeship skills. It is still not doing so despite complaints from a local House Rep that actually did check on the program and it's use of disadvantaged locals.

So yeah I have another story, in most midwest states highway construction contractors are in pretty deep with legislators financially. It is a big reason why you see highways favored continually over rail projects or mass transit projects. Highway lobby is probably only second to the former Tobacco lobby. So in Wisconsin we had a highway contractor buy a series of rail lines as a favor to Wisconsin to kick off it's rehabilitation program. So this guy forms a railroad called the Wisconsin and Southern and starts buying up rail lines the bigger railroads want to spin off. He gets Wisconsin to change it's constitution so that it can now contribute directly to railroads as part of instate improvements and suddenly among all the short line railways in Wisconsin his line starts landing these multi-million dollar state grants to fix rail lines and attract new business to them. His shortline grows larger and larger. He really did a really good job of rehabbing the lines and putting business back on them but then suddenly he is on the news. Indicted for bribery and campaign contribution violations. Appears he applied the same behavior he learned with his highway contracting business to his new rail business. He went to jail, his railroad now owned by an out of state company (still doing well financially) and later he got out on parole but then died of a heart attack. But all the warning signs were there, he goes into a financially troubled business. suddenly a windfall of state money makes it to his company to fix up his railroad tracks and buy what he needs, then his company grows abnormally fast via old railroad line purchases. And last he starts to land these large freight contracts from synthahol plants, he even landed one from Oshkosh Defense to carry newly manufactured DoD Trucks and Jeeps even though he was the weakest rail freight carrier in the bidding. So all those visible warning signs missed by state regulators but finally a former girlfriend he PO'd turned him in.......go figure. Google William Gardner and the Wisconsin and Southern Railway. Turns out he was padding the accounts of both Democrats and Republicans something I am pretty confident highway contractors do in other Midwestern states but never get caught doing it. Here is a brief story........... https://madison.com/ct/news/local/govt-and-politics/fallout-between-gardner-and-former-female-friend-led-to-campaign/article_05e957ba-6454-11e0-bf3d-001cc4c03286.html
Fallout between Gardner and former female 'friend' led to campaign finance investigation
Wisconsin & Southern Railroad president Bill Gardner pleaded guilty to two felony counts of making illegal campaign contributions to Gov. Scott Walker.

Wow, what a story. We can only hope some of the stupid ideas do not come down south.
