Presidential campaign committees are not generally obligated by federal law to pay public safety-related bills sent to them by municipalities that host presidential candidates’ campaign rallies. President Barack Obama, for example, often did not pay such bills during his 2012 re-election campaign.

I guess you could make the claim that the money generated from the rally off-sets the cost of public safety expenditures.

You're not very bright, are you? If presidential campaigns are "not generally obligated by federal law to pay public safety-related bills sent to them by municipalities that host presidential candidates' campaign rallies," then the headline is a lie, and the Trump campaign does not owe El Paso anything. El Paso is free send a bill to the campaign in the hopes that someone will pay it, but if they're not obligated to pay it, then they don't owe it.

And seriously, can't you think anything a little less stupid for hyperbolic purposes than Big Macs as a campaign expense?
