I've often thought the National Flood Insurance program should be a house and land buyout program rather than a home rebuild program. There are people (typically wealthy) who live on rivers and beach front property that are flooded and rebuilt every few years. The rest of America should not be forced to subsidise your insurance, when you knowingly choose to live in a flood prone area.

This is a program that should be sunset. If you buy anything in a flood zone anywhere you should have to find private insurance or be prepared to pay for your own damage. Flood insurance is paid for by the rest of us because their premiums do not cover the cost of repairs and replacements. It is another government program. We would see a lot less beach and river/lake front building if folks had to source and pay for their own insurance. The greenies would love it because less coastal building. The taxpayers would love it because it would be a program actually eliminated.
If you are poor and living in a flood plane you need to work on better options. I would not be opposed to some help in relocating etc.
